About the subject

The subject provides students with the formation of theoretical knowledge and practical skills in planning, organizing, implementing, monitoring and managing information technology projects. within the scope of the subject, the basic concepts and principles of project management, the initial, planning, implementation, control and closing stages of the project life cycle are studied. management of project scope, time, budget, quality, risks, and resources, development of a work breakdown structure (wbs), and determination of measurable organizational value (mov) of the project are reviewed. students compare project management approaches such as waterfall, agile, scrum and pmbok, studying their application characteristics in different project environments. principles of project cost and progress estimation, risk analysis, teamwork, communication, and collaboration with stakeholders are also explored. the subject is aimed at developing practical skills in prioritizing tasks, planning sprints, building boards and workflows, monitoring project progress and preparing reports using jira and other project management tools, as well as developing a complex IT project plan that includes goals, duration, budget, resources and risks.

Course learning outcomes (CLO)

  1. CLO 1: İt layihə həyat dövrünü və müasir metodologiyaları (waterfall, agile, lean) fərqləndirməyi bacarmalıdır.

  2. CLO 2: Layihənin əhatə dairəsini (scope), zaman qrafikini və büdcəsini AI dəstəkli alətlərlə planlaşdırmağı öyrənməlidir.

  3. CLO 3: Risk analizi, keyfiyyət təminatı və resursların optimallaşdırılmasını həyata keçirməlidir.

  4. CLO 4: Müasir PM alətlərindən (jira, asana, clickup, MS project) səmərəli istifadə etməlidir

  5. CLO 5: Yumşaq bacarıqlar (soft skills), komanda liderliyi və stakeholderlərlə kommunikasiya strategiyaları qurmalıdır.

  6. CLO 6: İt layihələrində riskləri (kiber-təhlükəsizlik, texniki borc) analiz və idarə etməlidir.

Topic plan

  1. 1.
    Introduction to IT project managementLecture

The main concepts and principles of IT project management are studied within the subject. the concept of a project, the main characteristics that distinguish a project from daily operational activities, and the specifics of IT projects are reviewed. the project structure and key elements such as product, team and processes are explained, as well as the interrelationships between these elements. issues of starting an IT project, defining project needs and initial objectives, identifying key stakeholders, and initial justification for project implementation are explored. also, the main stages of the IT project development cycle and the principles of project management from start to finish are reviewed.

  2. 2.
It project methodologies, management tools and standardsLecture

The main methodologies, tools and international standards used in IT project management are studied within the subject. the purpose and role of international standards and project management frameworks that ensure the systematic and controlled management of projects are reviewed. basic principles, project life cycle approaches and application features of waterfall, agile, scrum and PMBOK approaches are explained. selection of different methodologies according to project requirements, level of change, team structure and execution environment is investigated. it also reviews the use of project management tools such as microsoft project, jira, and trello for planning, task organization, team collaboration, and project progress tracking and reporting.

  3. 3.
    Guidelines for successful project planningLecture

The main principles and activities for successful planning of IT projects are studied within the subject. preparation of the IT project plan and project book, defining the scope, goals and objectives of the project are considered. the principles of defining project objectives in a concrete, measurable and achievable form and relating them to expected results are explained. developing a work breakdown structure (wbs), breaking down project work into smaller and more manageable tasks, and determining the sequence of activities and timelines are explored. also considered are issues of project scheduling, planning of key stages and results, and formulation of a suitable baseline for monitoring project implementation.

  4. 4.
Implementation, closure and evaluation of IT projectsLecture

Within the framework of the topic, the principles of the implementation phase of IT projects, closing of the project and evaluation of the final results are studied. implementation of the project plan, coordination of team activities and resources, monitoring of task completion and control of project progress are considered. principles of acceptance of results, finalization of unfinished issues, archiving of project documents and documentation of lessons learned during project closure are explained. assessment of compliance with project objectives, time, budget, quality and other performance indicators is investigated. also, the determination of the measurable value created by the project for the organization based on the measurable organizational value (mov) approach and the assessment of the contribution of project results to organizational goals are considered.

  5. 5.
It project evaluation techniques and approaches. cost estimation toolsLecture

Within the framework of the topic, the main techniques and approaches used for evaluating the duration, resource demand, costs and implementation progress of IT projects are studied. the essence and application features of gantt chart, PERT chart and critical path method (cpm) approaches for planning and scheduling of project activities are reviewed. cocomo, heuristic estimation, function points and lines of code approaches for cost and labor estimation in software and IT projects are explained. also, through the earned value management approach, the issues of comparing the planned and actual indicators of the project, evaluating the time and cost performance are investigated. selection of various evaluation techniques according to project characteristics and available information and use of results in project decision-making are considered.

  6. 6.
Quality control mechanisms in IT project managementLecture

Within the subject, the main approaches used for planning, ensuring and controlling quality in IT projects are studied. system and software quality characteristics, quality measures, indicators and parameters are reviewed. the principles of assessing the compliance of the project results with the established requirements and quality criteria are explained. application of quality management systems and approaches such as ISO standards, tickit, six sigma and capability maturity model (cmm) in IT projects are investigated. it also examines the role of quality assurance processes such as technical reviews, checklists, and audits in identifying defects in project deliverables, improving processes, and ensuring continuous quality.

  7. 7.
It project risk management. best practicesLecture

Within the framework of the topic, the concept of risk in IT projects and the principles of systematic risk management are studied. the main risk factors that can affect the project's objectives, duration, budget, quality and resources and methods of their determination are reviewed. the principles of analysis, evaluation and prioritization of risks according to the level of probability and impact are explained. the purpose, structure and preparation approaches of basic risk plans such as risk assessment plan, risk mitigation plan and risk monitoring plan are examined. also reviewed are best practices for risk avoidance, risk mitigation, transfer and acceptance strategies, continuous risk monitoring, and risk management in IT projects.
